We help packaging companies to fulfill their obligations arising from the Packaging Act and thereby avoid paying packaging excise duty.
It is the responsibility of the packaging company to keep records of the quantities of packaging placed on the Estonian market and, if necessary, to order an audit of the packaging report. TVO will take over the obligation to collect and re-use by concluding a cooperation agreement.
Principles for the application of the service fee
- TVO’s fees are public and equal to all clients.
- The final amount to be paid to TVO depends on the quantities of packaging waste placed on the Estonian market by the client and the rates of recovery resulting
- The service fee depends on the type of packaging and packaging material.

What are the service fees used for?
Service fees paid by TVO’s customers will be directed to a number of different activities.

Development of a packaging waste collection network covering the whole of Estonia, servicing, post-sorting of the collected packaging waste and directing it to recovery. According to the Packaging Act, we must ensure that packaging waste is collected in each local municipality. To this end, we will agree with the local municipality upon the appropriate packaging waste collection method and volume.

Providers of waste management services with the best price and service security will be found every two years as a result of the service procurement.
- Informing of the public and consumers about the procedure of and requirements for returning packaging and packaging waste. To this end, we will attend various public events, give explanations in media publications, and organise training courses in schools and kindergartens.
What is the recovery rate?
The recovery rate is the target number for directing packaging waste to recovery pursuant to the Packaging Act.
As of 01 January 2009, types of packaging material must be reused in a calendar year at least to the following extent:
- 70 percent of the total mass of glass waste;
- 70 percent of the total mass of paper and paperboard waste;
- 60 percent of the total mass of metal waste;
- 55 percent of the total mass of glass waste;
- 45 percent of the total mass of wood waste;
- at least 60 percent of the total mass of packaging waste.
Purchasing of the packaging waste collection and recovery service
TVO’s customers, who have decided to collect, sort and organise the directing to recovery of a part of their packaging waste through a waste handler of their choice and accepted by TVO, will receive compensation from TVO. To this end, a respective contract must be concluded with TVO.
The basis and prices for payment of the fee will be equal to all packaging undertakings.
This system of remuneration also helps to keep undertakings interested in contributing to the collection, sorting and recovery of packaging waste. We are able to cooperate, in particular, on the recovery of packaging waste that is generated on the territory of the company and which normally does not reach consumers, and thus does not reach collection points.
