Working with international EPR compliance partners
TVO works with organisations that help international companies manage their packaging compliance across different countries. We provide local packaging EPR and Authorised Representative services in Estonia, while you coordinate the process for your clients. Our English-speaking team supports you with onboarding, reporting and day-to-day compliance questions, whether you represent one company or an entire client portfolio.
How our cooperation works
- Agreements and onboarding. Each represented company must be covered by a packaging EPR agreement with TVO. Contact us to agree on the contractual arrangements for your client portfolio and the process for adding new companies.
- Authorised Representative services. TVO offers this service under a separate agreement to companies that also use our packaging EPR service. Under a portfolio arrangement, the Authorised Representative service costs EUR 100 per year for all companies covered by the agreement, provided that the partner acts as the central contact and coordinates responses to enquiries from the authorities. Packaging EPR fees are calculated separately for each represented company.
- Reporting access. Your designated team members can access the reporting environments of the companies linked to them and submit packaging reports on their behalf. Each company’s data is maintained separately.
- Data submission. Reports are submitted through the TVO reporting portal. Bulk upload is currently unavailable; development needs can be discussed based on the size and requirements of your portfolio.
- Communication. You can act as the central contact for your clients. We agree on the contacts responsible for reporting, invoicing and any enquiries requiring information from the represented companies.
Reporting and fees
- Packaging quantities are reported monthly or quarterly, by the 10th day of the following month.
- Reports must show packaging weight in tonnes, broken down by packaging type and material. Additional reporting applies to reusable packaging and certain single-use plastic packaging.
- EPR fees are calculated from each company’s reported quantities using TVO’s published rates. No minimum EPR fee or additional registration or administration fee applies.
- Authorised Representative services are charged separately. Invoicing arrangements are agreed during onboarding.
- TVO submits the required agreement details and annual packaging reports to the Estonian Packaging Register (PAKIS). Each producer remains responsible for the accuracy and completeness of its packaging records and for arranging an independent audit where required.
- Beverage packaging covered by Estonia’s deposit return system is handled separately.
